The courses we offer are accredited by relevant government agencies, professional and industry bodies.

SCEI-HE envisions an expansion in offer in 2024 into Bachelor and Master programs in Teaching both in the primary and secondary education sector along with a Master in Social Work (qualifying) to increase pathways for our students and the network of partnerships.

Cyrus brings extensive executive leadership experience across the private education sector, spanning ELICOS, VET, and higher education. He has a deep understanding of the sector’s unique dynamics and is passionate about driving sustainable growth, innovation, and educational quality. Throughout his career, he has held a range of leadership roles, including Course Coordinator, Director of Studies, Head of Department, and Chief Product and Innovation Officer.

Professor Anona Armstrong AM - Chair

Professor Anona Armstrong AM is a distinguished academic and governance expert who serves as the Chair of SCEI-HE’s Corporate Board. As former Director of Research and Research Training of Victoria University’s Colleges of Management and Law and Justice, she brings extensive experience in higher education leadership and governance. A Past President, Fellow, and Life Member of the Australasian Evaluation Society, she is also a Fellow of the Australian Psychological Society, the Australian Institute of Company Directors, and the Victorian Council of the Institute of Public Administration of Australia. Her expertise ensures SCEI-HE’s strategic direction aligns with rigorous academic and compliance standards, overseeing budgets, risk management, and institutional performance with a focus on excellence and accountability.
Ms Catherine Robbins - Director

Catherine (Cathy) Robbins, a qualified Chartered Accountant and accomplished Project Manager, brings expertise in financial oversight, risk management, and governance to SCEI-HE’s Corporate and Academic Boards. Since 2015, as a corporate director at Southern Cross Education Institute (SCEI), she has driven operational excellence and sustainable growth. With a Bachelor of Business (Accounting and Law) and experience at KPMG in Australia and the UK, plus a former CFO role at a major media organization, Cathy ensures financial integrity and robust controls as part of the Audit and Risk Committee.
Her project management expertise, backed by SAFe, Six Sigma, and ITIL certifications, spans public and private sectors. At the Department of Education and Training, she led the Victorian Protective Data Security Framework’s implementation across 1,572 schools, enhancing data governance and cybersecurity. Cathy’s strategic leadership in business systems, IT infrastructure, and cross-functional team management aligns fiscal policies with educational goals, bolstering SCEI-HE’s reputation for sound management and academic excellence. Her diverse experience as an analyst, senior registrar, and leader in global corporations equips her to navigate complex environments, delivering high-quality outcomes and strengthening organizational resilience.
Mr Matthew Gillet - Director

Matthew Gillet brings extensive expertise in early childhood education, governance, and business strategy to SCEI-HE’s Corporate Board. As the Approved Provider of Adventurers Education in Wyndham Vale since 2019, he has expanded the centre to 146 places and achieved an “Exceeding” rating across all National Quality Standards. Leveraging evidence-based strategies and innovative initiatives like LENA Grow technology, he has driven quality education and compliance. Matthew oversees capital investment and financial planning, ensuring long-term sustainability while enhancing SCEI-HE’s early childhood and community services programs.
With a Bachelor of Arts/Laws (Hons) from Monash University and a Master of Laws (Hons) from the University of Melbourne, Matthew combines legal and educational insights to shape strategic policies. His experience as a Senior Policy Officer in the Department of Education, where he contributed to statewide reform and quality improvement frameworks, strengthens his focus on risk management and regulatory compliance. Matthew’s leadership informs SCEI-HE’s commitment to delivering high-quality, innovative education, aligning operational excellence with business goals to position the institute as a leader in the sector.
Mr Samli Ozturk - Director

Samli Ozturk is an experienced legal practitioner and Principal Solicitor of Pera Lawyers. He brings a diverse professional background to his role as Board Member at Southern Cross Higher Education (SCHE), with expertise spanning legal practice, governance, risk management, financial oversight, and public policy. Samli holds a Bachelor of Laws and a Bachelor of Arts (Politics) from La Trobe University, a Graduate Diploma in Legal Practice from Leo Cussen Institute, and is admitted to practise as an Australian Legal Practitioner.
As the founder and Principal of Pera Lawyers, Samli leads a boutique legal practice in Victoria with a strong focus on advisory, commercial, and dispute resolution matters. In this capacity, he is responsible for the firm’s strategic direction, compliance, financial management, and client advisory services — all of which inform his contributions to board-level governance. His practice regularly involves interpreting legislative frameworks and advising on regulatory risk and corporate structuring.
Prior to establishing his legal practice, Samli held roles in both State and Federal Government, including in the Office of the Minister for Planning and the Office of a Shadow Parliamentary Secretary for Small Business and Fair Competition. These roles involved policy development, stakeholder engagement, and regulatory analysis, providing him with valuable insights into public sector governance and the broader regulatory environment.
At SCHE, Samli contributes to the oversight of institutional governance, academic quality, and risk management under the Higher Education Standards Framework. His legal and commercial expertise supports the Board’s efforts to ensure compliance, promote integrity, and maintain the financial sustainability of the institution.
Professor Adela McMurray - Member

Professor Adela McMurray, PhD, chairs SCEI-HE’s Academic Board and is Dean of Research and Professor of Innovation Management/HRM at Flinders University, Australia. She holds honorary professorships at RMIT University, Australia, and the University of Peradeniya, Sri Lanka. With over 360 publications, $5 million in research funding, and supervision of 80+ HDR completions, she’s a leader in higher education. Her expertise spans innovation, culture, leadership, and organizational change, informed by extensive academic and industrial experience in manufacturing and service sectors.
An award-winning educator, she’s earned international recognition for teaching, leadership, and research. Professor McMurray has chaired boards, including the USA Academy of Management’s International Theme Committee, and serves on journal editorial advisory boards. Adela oversees course approvals, quality assurance, and staff development, driving the institute’s commitment to educational excellence and preparing students for a changing world through rigorous, research-informed programs.
Mr Nick Brookes - Member
Nick has 30 years’ Director/ Senior Management experience across Trusteeship, Investments, Private Banking, Financial Advice, Technology and Education – UK, Middle East, and Australia.
He was the founder & Chief Executive of the Corporate Super Association representing c$60bn of members funds; then the founder & Chief Executive of CCSL, now Diversa Trustees, which became the largest repository of stand-alone super funds in Australia; and has been an active Independent Consultant to Businesses over the past 9 years.
Prior to SCEI-HE Nick had extensive experience of the Higher Education sector being a former Independent Chairman and Finance Audit Risk Committee Member of several Higher Education Institutes in Australia.
Nick is multi-lingual and globally-minded with a passion for growth. Professional qualifications include: Masters of International Business (Melbourne University), Graduate of the Australian Institute of Corporate Directors (AICD), Post Graduate Diploma in Applied Finance and Investments (FINSIA) and a BA (hons) in languages.
Ms Zhefei Xu - Director

Zhefei (Faye) Xu is a dynamic leader and entrepreneur whose expertise spans governance, marketing, and education. As Marketing Director at Southern Cross Education Institute (SCEI) since 2008, Faye has demonstrated exceptional leadership in stakeholder management and student recruitment, driving strategic marketing initiatives and fostering relationships with local and international agents. Her role ensures seamless enrolment processes and promotes SCEI’s brand globally through exhibitions and conferences, reflecting her governance acumen in maintaining operational excellence.
Faye’s entrepreneurial flair shines as Founding Director of Formee Jewellery Pty Ltd, launched in 2021. She oversees all aspects of the business, from designing fine jewellery to managing e-commerce and social media campaigns, showcasing her ability to innovate and adapt in a competitive market. As a Non-Executive Director at Formee Holdings since 2018, she provides strategic marketing insights, contributing to the governance of a diverse multinational portfolio. Additionally, her role as Executive Director at Southern Cross Institute of English since 2011 highlights her leadership in managing educational facilities across multiple locations.

Azeezur Rahaman, Founder and Director of Formee Holdings, exemplifies exceptional leadership, governance, and entrepreneurial vision, particularly within the education sector. Based in the Greater Melbourne Area, he oversees a diverse portfolio spanning AI technology, education, retail, beverages, and services. His governance ensures financial viability and strategic alliances, fostering global growth while cultivating dynamic, high-performance teams that drive innovation.
With over 18 years in education, Azeezur’s leadership shines through his establishment of multiple educational ventures, including Southern Cross Education Institute (SCEI) and North Melbourne Grammar College (NMGC). These institutions prioritize resource management, cost-effective operations, and empowering learning experiences, preparing practice-ready graduates for global industries. His entrepreneurial spirit is evident in Formee Express, an online platform launched in 2019 that streamlines international study opportunities, and SCEI-HE, which supports low socioeconomic groups through research and community engagement.

Professor Christopher Trotter, an Emeritus Professor of Social Work at Monash University, enriches SCEI-HE’s Academic Board with over 20 years of practitioner experience in child protection and probation. With more than 120 publications, including three sole-authored and eight edited books, his work on pro-social modelling enjoys a strong international reputation. Invited to present in over 15 countries, Chris brings global insights to course development and academic standards. Hector Gaston - Member

Hector Gaston, Director of Community Services at Hume City Council, serves on SCEI-HE’s Academic Board and chairs its Course Advisory Committee. An experienced local government executive, he has a proven track record in driving organizational strategy, managing large budgets, and fostering inclusive communities. His expertise in service delivery, regulatory frameworks, and cultural change informs SCEI-HE’s community services curriculum. Professor Kay Margetts - Member

Professor Kay Margetts is an early childhood education expert on SCEI-HE’s Academic Board, holding a Doctor of Philosophy and Master of Education. With numerous publications and an honorary membership at the Melbourne Graduate School of Education, she consults widely on course development and governance. Kay’s leadership in the Course Advisory Committee strengthens SCEI-HE’s early childhood offerings, ensuring they reflect best practices and research. Dr Natasha Ziebell, a Senior Lecturer at the Melbourne Graduate School of Education, University of Melbourne, contributes expertise in curriculum reform and teacher education to SCEI-HE’s Academic Board. Leading projects like the Learning+ mathematics tutoring program and the Australian Education Survey, she enhances curricular alignment and teaching quality. Cherie Minniecon, a proud Yorta Yorta woman based on Kabi Kabi Country, brings a unique Indigenous perspective to SCEI-HE’s Academic Board. Qualified in Social Work and Futures Studies, she has worked on international youth projects and local Connection to Country initiatives for Aboriginal and Torres Strait Islander children. Passionate about creativity, resilience, and social change, Cherie’s expertise in First Nations strategy and emergency management enriches SCEI-HE’s inclusive pedagogy. Her contributions ensure culturally responsive education, supporting the institute’s diversity goals.
Professor Marcelle Cacciattolo - Member

Professor Marcelle Cacciattolo, an Associate Professor in Teacher Education at Victoria University, offers over 25 years of higher education experience to SCEI-HE’s Academic Board. A sociologist with a strong research track record, securing over $2 million in funding, she specializes in inclusive pedagogies. With 13 doctoral completions and international partnerships, Marcelle enhances SCEI-HE’s teaching quality and global engagement. Her work ensures programs foster critical thinking and equity, aligning with the institute’s mission to prepare future educators and community leaders.

Dr Jayaranjani Sutha - Academic Director

Dr. Jayaranjani Sutha is the Academic Director at Southern Cross Education Institution – Higher Education, bringing over two decades of academic and leadership experience. She is currently pursuing her second Ph.D. in Management, specialising in Human Resource Management and Industrial Psychology, at Macquarie University. Further, she completed her first Ph.D. in Business Administration at the University of Sri Jayewardenepura, Sri Lanka, in 2016. Dr. Sutha served as an Academic Manager at Swinburne University of Technology, Sydney, and held the position of Associate Professor at Eastern University, Sri Lanka. Her expertise spans curriculum development, academic governance, and quality assurance in tertiary education. She has published extensively in the areas of organisational support, employee training, adult learning, organisational psychology, and HRM practices. In addition to that, Dr. Sutha has provided consultancy services to community development projects funded by World Vision Lanka, the Swiss Agency for Development and Cooperation, and the MJF Charitable Foundation. Her work in project evaluation, monitoring, and strategic planning has supported education, empowerment, and post-conflict/disaster rehabilitation efforts. Renowned for her student-centred approach and scholarly contributions, Dr. Sutha is committed to fostering academic excellence and industry engagement. Her leadership continues to shape transformative learning environments and empower future-ready graduates in a dynamic global context.
Dr Kathy Mendis - Academic Lead (Community and Social Work / Research)

Dr Kathy Mendis is a social worker by profession. She holds a bachelor and master of social work degrees and a PhD.
Kathy has over 28 yrs of experience working in the human services field. She has experience working in child protection, family violence, homelessness, child and family services, community development, and academic teaching and research.
Kathy is a strong advocate for improving services to vulnerable people and a strong believer in the value of education.
Ethan Yang - Course Coordinator (Early Childhood Education)

Ethan Yang is a course coordinator in Early Childhood Education. Originally from China, he pursued a Master of Teaching at the University of Melbourne. He believe passionately in the power of education to provide all students, regardless of their backgrounds, with equal opportunities to thrive. In his role, He focus on developing educational strategies that accommodate diverse learning needs, ensuring that every student has a fair chance to succeed.
Shiyao Li (Carol) - Course Coordinator (Early Childhood Education)

Carol is currently working as an Early Childhood Lecturer at SCEI-HE. Her professional journey in early childhood education spans several years and includes roles as an early childhood teacher, mentor teacher, and now, a lecturer. These experiences have shaped her deep understanding of early learning and development, curriculum planning, and inclusive practices. She passionate about supporting future teachers to become confident, reflective, and research-informed practitioners. At SCEI-HE, she is committed to fostering high-quality teaching and learning environments that empower students to make meaningful contributions to the lives of young children and their communities.
Dr David Lukudu - Field Education Lead (Community and Social Work)

Dr. David Lukudu is an accomplished scholar and consultant with over two decades of expertise in teaching, project management, and policy formulation. He earned his Doctor of Business Administration (DBA) in 2019, with research focused on the impact of globalization on the implementation of privatization in transition economies in East Africa.
In his academic career, Dr. Lukudu has held numerous roles, including sessional lecturer, course coordinator, and academic consultant. He currently teaches at SCEI-HE, delivering courses in the Master of Social Work and Bachelor of Human and Community Services programs, while also overseeing the Field Education component for Master of Social Work placements. In 2024, Dr. Lukudu had the opportunity to teach at Muni University in Uganda, offering courses in Consultancy and Hospitality Management to students in the Master of Business and Master of Hospitality and Tourism programs. His teaching portfolio also includes experience at other respected institutions, including Australian Catholic University and the Australian Institute of Technology and Education.
Dr. Lukudu is a passionate researcher who has investigated community issues such as migrant gaming and housing shortages. He has many postgraduate degrees and is an active member of the Australian Association of Social Workers (AASW). His vast competence continues to yield favourable results in both academic and professional settings.
Aveline Wangeci Karuku - Lecturer / Placement Coordinator (Community and Social Services)

Aveline is a social worker who is passionate about helping vulnerable people. She has a special interest, and extensive experience, in child protection. Her ambition for the future, is to put to good use her knowledge and skills, to assist marginalised communities by empowering women through education.
Aveline qualifications include a B.A (Social Work) and AMCD (Master of International Community Development).Her social work practice is guided by the values of integrity, transparency and utmost respect for all. Her hobbies are reading, watching sports (EPL & NBA), singing and dancing.
Danjie Lu (Elena) - Work Placement Coordinator (Early Childhood Education)

Elena is a ECE Placement Coordinator. She specialise in connecting students with enriching practicum experiences that support their growth as future educators. With a background in early childhood education and a passion for fostering strong partnerships between educational institutions and community-based centres, she ensure placements are developmentally appropriate, inclusive, and aligned with curriculum goals. Her role supports both students and host sites, creating meaningful learning opportunities.
Duyen Nguyen (Mary) - Work Placement Officer (Early Childhood Education)

Mary is a Work Placement Officer. She focus on finding placement centers to ensure that students can start their placements on time. She then assign the appropriate placement spots and take responsibility for reviewing pre-placement documents to ensure everything is in order. Additionally, she oversee post-placement documentation to track progress. By working closely with both students and placement centers, she ensure a smooth and efficient process from start to finish. Her goal is to facilitate valuable, real-world experiences that help students build their skills and set them on the path to a successful career.
Anisul Arefin - Lecturer (Early Childhood Education)

Anisul is originally from Bangladesh and have pursued a variety of educational qualifications in Australia, including master’s degrees and a Graduate Diploma. His academic journey has provided him with a broad and diverse perspective, helping him deepen his knowledge and expertise in education. He is passionate about supporting others in their learning journeys and strive to bring a global understanding to his work. With these qualifications, he aim to contribute meaningfully to the field of education, fostering an environment of growth and development for both himself and those he teach.
Yihan Xu (Amy) - Lecturer (Early Childhood Education)

Amy Xu is an ongoing lecturer in early childhood education. She finished her master’s degree in Monash University, and she also have working experiences as Early Childhood Teacher. She can speak three languages, including Mandarin, English and Japanese. She is a consistent person with good patience, resilience and empathy. She enjoyed the loving and nurturing moments working with children, in the meanwhile, she also have the passion to explore new learning and working adventures. She has interest in making different kinds of art crafts, and one day she might open her own store filled with her interpretations of life.
Lalaine Mallari - Learning and Teaching Facilitator

Lalaine Mallari is now the Learning and Teaching Facilitator and Resource Administrator at SCEI-HE. She is an accomplished academician with a rich background in communication, research, and education. She holds a Master’s degree in Speech and Communication from San Francisco State University, California, USA. A holder of the degree Bachelor of Arts in Communication Arts and a completed PhD coursework in Communication Research and Education. Additionally, she has earned a Diploma in Early Childhood Education and Care and a Certificate in TESOL in Australia making her a qualified ELICOS trainer.
As a researcher, she has authored and co-authored published research papers and contributed to various instructional materials for English, education, and research.
Laine is also an experienced speaker, with numerous speaking engagements at online fora and international conferences, sharing her expertise in communication, research, and education.

Dr Mehdi Moharami - Compliance and Quality Assurance Manager

Dr Mehdi Moharami is a dedicated academic and higher education professional with a passion for quality, governance, and continuous improvement in tertiary education. With a doctoral qualification and extensive experience in leadership roles, Mehdi have strengthened academic and corporate governance, supported institutional compliance with national standards, and promoted a culture of evidence-based decision-making.
His expertise spans academic quality assurance, curriculum development, governance systems, and regulatory alignment, with a strong commitment to student success, innovation, and scholarly practice. He values collaboration, clarity, and strategic thinking, and I work closely with stakeholders to ensure academic integrity and excellence in all aspects of higher education delivery.
Natalie Ho - Operations Manager

Natalie brings extensive experience in senior administrative positions in student support services in Australia’s higher education institutions and vocational education and training (VET) sectors, including as a placement coordinator. She currently manages day-to-day activities in multiple departments, guaranteeing smooth coordination and effective service provision. Natalie is excellent at managing duties, keeping an eye on departmental performance, and taking proactive measures to resolve problems in a timely manner. She is dedicated to improving her leadership and management abilities in order to support operational excellence and collaboration. She is now studying a Graduate Certificate in Business Administration with plans to pursue an MBA.
Helena Nguyen - Quality Assurance Coordinator

Helena brings over six years of experience in student support services across both the Vocational Education and Training (VET) and Higher Education (HE) sectors. With a strong background in understanding student needs and institutional processes, she is well-equipped to ensure high standards of quality in all areas of education and support. As a Quality Assurance Coordinator, Helena is dedicated to applying her understanding of student experiences to drive continuous improvement and uphold the integrity and excellence of educational practices.
Nur Hidayah Abdul Aziz - Compliance Officer

Hidayah is a committed professional with over a decade of experience in education and management, currently serving as a Compliance Officer at Southern Cross Education Institute- Higher Education. Her work focuses on curriculum support, compliance, and program development, drawing from her time as Curriculum Coordinator at Inspiros International School and and led diploma and degree programs at colleges. Based in Cyberjaya, Malaysia, she collaborates with teams to enhance processes and development, quietly contributing to operational improvements. With a Bachelor’s in Early Childhood Education from University Malaya, Hidayah began as a preschool teacher and remains passionate about supporting learning communities. She values teamwork and strives to make a positive impact in education.
Aleyyah Idris - Compliance Officer

Aleyyah Idris is a dedicated compliance officer at SCEI-HE, holding a Bachelor of Economics from the University of Malaya, Malaysia. With five years of experience in the higher education sector, she excels in ensuring regulatory compliance and fostering educational excellence. Aleyyah’s commitment to her career and self-development drives her to actively pursue new challenges and opportunities for growth.
Hien Dieu Thi Bui (Junny) - Admin Manager

Junny is a dedicated and goal-oriented Administration Manager with more than ten years of successful employment in the Vocational Education and Training (VET) and Higher Education industry. Additionally, Junny is adept at seamlessly merging academic knowledge with hands-on experience to excel in roles focused on administration, compliance, and quality assurance.
